Submission (#999) Approved

Hello! I'm hoping to create a paralogos based on the word - and specifically, the noun - "Embargo," with the definition "a government order that restricts commerce with a specified country or the exchange of specific goods." What word level would this be? I suspect it is level 5 because it's a non-tangible thing that someone could experience, but I wanted to see if the admins agree! Thank you for your time!!
